In the U.S., warded locks are commonly the cheapest option for padlocks in most of the big box stores like Home Depot or Walmart or other stores. Warded locks are one of the oldest types of locking mechanisms around, it's just a simple metal spring that holds the shackle in the padlock's body, and when that metal spring is moved, the shackle is released.
